Canada is a signatory to the International Maritime Organization's (IMO's) International Ship and Port Facility Security Code (ISPS Code) and the ports of British Columbia comply with the ISPS Code as set out by Transport Canada's Marine Transportation Security Act and the Marine Transportation Security Regulations.

Port Access Cards
In the Lower Mainland individuals who are required to access port property located with the Vancouver Fraser Port Authority's jurisdiction on a regular basis for legitimate business reasons, are encouraged to apply for a Port Access Card. The Chamber of Shipping is one of the issuing agencies designated by the VFPA. For more information on obtaining your Port Access Card, download the application package below:
Marine Transportation Security Clearance Program (MTSCP)
Effective February 20, 2008 certain individuals who require access to the cruise and container terminals or perform functions identified within the Marine Transportation Security Regulations section 503 in the ports of Vancouver, Montreal and Halifax are required to undergo a security background check. Security Requirements for Terminal Access
Representatives of shipping lines and agencies are required to submit, at least 24 hours in advance, the names of those Individuals requiring access to vessels via the marine terminals using the standard Terminal Security Access Form.
